In MTG are there cards that let you play instant or sorcery cards from an opponents graveyard?

I am trying to make a blue/black counter, discard, mill deck. I want to cancel opponents spells, then play them from their graveyard. Also, what are good spells that will allow me to pull cards from my graveyard?
