Can you still get sued for a DUI 2 years later?

Do the "Statue of Limitations" apply after 2 years in the state of California for DUIs and suing? My cousin *Tom got a DUI March 2009, with 2 passengers that went to the hospital and got checked by doctors. 1 passenger was not wearing a seat belt which resulted in her head hitting the window and a minor concussion and butterfly stitches. The other person also may have gotten butterfly stitches. His insurance handled everything, made the calls to see if everyone was alright and handled their medical bills. Now 2 years and 3 months later someone is trying to sue him. All parties involved were over the age of 18. Can they still sue him if their injuries were accounted for and no doctor declared any long term injuries?
