Illegal baby turtle sale?

I was in this small shop in South Carolina the other day and they had tons of baby turtles that looked way under 4 inches. And they were selling them in small containers to any Joe blow who wanted to get one. I was disgusted be because I know what they require and I don't even think there was a UVA/UVB light on them. There must have been like 40 or 50. Is there some sort of official I can call to check the store out? It was sad and I'd like to get the turtle out. I saw a little girl with 2 in a small container and was just flinging them around, probably giving them concussions.
