Is my cousin ok, hit his head on cement?

My cousin was playing basketball with his friend and both of them were trying to catch the ball, they bumped into each other and my cousin fell on the ground, cement, and hurt his head. His head didn't bleed but on his head their are like red lines not like veins I don't know how to describe it but it's bruised and it's red but not bleeding. Then he went to the bathroom and a little bit of blood came out from his mouth. He's 12 years old and I asked him a couple of questions, he doesn't seem to have a concussion because he is talking walking normally.Should I take him to the hospital and can someone please explain to me what is on his head, it's not bleeding but its a dark red color he doesn't have a crack on his head, please help thanks
